Somewhere in your third-party program, “pending review” is functioning as permission. The symptoms are familiar:
Conditional approvals that age quietly past their windows.
Parties paid before approval is completed.
Approvals granted by email, outside the system.
A business that starts work the day the file is submitted.
The reason is structural, not personal. Saying no makes Compliance own the lost sale. Saying yes makes it own the risk. And “pending” is the one state where nobody owns anything.
“I am not asking you to ignore the risks. Clear it pending — give us thirty days to finish the paperwork, and keep the shipment moving.”

The session
What happens in the hour
Sixty minutes, facilitator-led, for your directors and managers plus three or four function seats — Sales, Finance, Trade Compliance, Legal. One realistic scenario: a third-party approval under genuine deadline pressure, developing through four decision rounds.
Everyone votes before anyone senior speaks
Before every discussion, each decision-maker commits privately. The sponsor votes last, by rule.
The functions answer only when asked
Colleagues from Sales, Finance, Trade Compliance, and Legal sit at the table with real information — and speak only in response to a direct question. Whether anyone asks is itself part of what the session shows.
Every round ends in an exact sentence
The room scripts the precise wording that travels upward. Pressure travels in unfinished sentences — “pending,” “being managed,” “in process.” Leaders leave knowing what a whole sentence sounds like.
This is an operational exercise in the workflow your team already owns — intake, classification, exceptions, escalation. It is not a legal briefing, and nobody is scored.

What is the ruling on activity?
A — Full stop
Nothing proceeds pending approval.
B — A defined preparatory lane
Internal work continues, but no representation, shipment, payment, government interaction, or binding commitment — in writing to the region today.
C — Time-boxed conditional approval
Proceed under a defined window with enhanced monitoring.
All three are defensible. Which one your team picks — before and after consulting the experts in the room — is the data.

What leaves the room with you
Initial-versus-final vote data for every round: what your team actually thinks before hierarchy speaks.
A consultation log — which functions were asked, when, and what — and the questions your organization could not answer in the room, each with an owner and a date.
The exact upward sentences your team scripted, and commitments with owners, timelines, and checkpoints.
Everything classified conservatively: exercise observations and validation questions — never “findings.” A gap becomes real only when your team validates it, and you review the draft summary before anything is final.

Delivery and confidentiality
It runs on your words, with your sign-off
Virtual (Teams or Zoom, producer-assisted) or in person. A true 60-minute participant commitment. No recording.
A 45-minute compressed format exists, but it does not test the final sequencing decision and produces a narrower evidence set. If you have the hour, use the hour.
The scenario is entirely fictional. Participants are instructed not to introduce actual pending matters; the facilitator provides no legal conclusions and never analyzes a real matter.
Before delivery, your team reviews and approves the scenario’s policy, reporting, and workflow assumptions — so the session runs on your words, with your sign-off.
